The Appeal Process

Overview

After you submit your loan application, the bank will contact you directly about the outcome. The bank officials must inform you of the reasons for any decisions they make. If your loan is granted, but you don't like the terms of the interest rate or the repayment plan, you may appeal. If your loan is denied, the bank will give you the reason for the denial. You may appeal that decision as well.

Appeals

To appeal, you must write to the Bureau of Rehabilitation Services (BRS) at the Department of Social Services to ask for an administrative review. BRS will review your application. You may submit any additional information to BRS which you believe would be relevant.

BRS will get your loan packet from the bank and review it along with any additional information you submit. BRS will contact you to clarify or seek additional information regarding your financial status.

Once your packet has been reviewed, BRS will send a recommendation regarding your loan to three appeal committee members. The correspondence will include a summary of the reason for the loan: the reason the bank denied the loan and the basis on which BRS made its recommendation.

If they cannot agree on the recommendation, the committee members and the BRS representative will discuss the application either in a meeting or a conference call in order to reach agreement. Face-to-face meetings are rare in order to avoid delays in the process and unnecessary hardship on the members volunteering their time. BRS will work with the committee to reach a decision within 14 days.

BRS will send its recommendation to the bank and a copy to you.

Please Note

When you request the administrative review, you may request that the total loan application packet be sent to each appeal committee member. This will allow the committee to review all the information in your loan application as well as any additional material you wish to submit. Remember, however, the committee may take up to 45 days to reach a decision when reviewing the total loan application.

FYI

The appeal process ends with the decision of the committee. Therefore, it is imperative that you present all the facts and information to BRS so the committee can make an informed and fair decision as quickly as possible.

In all appeals, all possible funding alternatives will be explored.

Appeal committee members will be pulled from the Connecticut Tech Act Loan Advisory Committee on a rotating basis. The specific names of the appeal committee members reviewing your application will not be shared with you, the Peer Technology Counselor (if you received help from a counselor), or People�s Bank.
